CHARLES LEBLANC MAKES HISTORY??? I FELT BAD FOR BERNARD RICHARD!!!!

Yes, it was indeed a moment in history in New Brunswick but I’ll get to that later.

I arrive at the Legislature and I soon found out that every reporter was on a witch hunt for Tanker Malley.



I was also looking for Tanker because I wanted to invite the nice guy for a coffee.

I am very worried for his health. He’s overweight and the stress of the last few days will not help matters any but as a Proud Irish Miramicher?



He can handle it!!!...lol…

The spokeperson for the Liberals has been Kelly Lamrock.



I stood by and watch the reporters from ATV News and CBC French Television.



I will always call it ATV and never CTV!

I noticed a reporter walking close by so I asked - What’s going on now???



He told me the Ombudsman Bernard Richard was giving out his annual report.



I decided to follow them to his office.

Hey? Maybe I can get a copy of his report? Once there, they were directed to the Conference.

I noticed a guy watching over the situation. You know? The same someone stands near a politician once they speak to the media.

Poor Bernard!!!! There were hardly anyone there.

Bernard admitted that it was probably bad timing from his part because TANKER was the main story of the day.



I asked Bernard if I could listen to the conference?

He told me that he didn’t have a problem with me in the room.

Once he started to give out his report, I began thinking of that blogger that sneaked in during a news conference by the President of the United States.

I said to myself - Heyyyyy? This could be history in the making.

I got to ask a question?

It would be funny to see the reaction of the reporters in the room?

Would they tell me to be silent? I got to test this one!!!

I got no choice!!!!

Of course, I’m not a reporter. I’m a blogger. I decided to choose a question that if I would have read the whole report. I would have known the answer.

I asked - The second most complaints are from Family Services. What do those complaints conceives of???

Bernard didn’t appeared upset and the reporters never said a word.

Bernard said that he’ll answer that later but in respect of the reporters? He’ll answer them first.

He was very nice about it and he did answer the question in later stage.

I did my job and I could have asks many more questions but I decided to remain silent.

Hey? I did my job and I’m certain that I’m the first blogger in New Brunswick to attend a news conference and ask a question?

I’m a legend in my own mind!!!..lol….

Once I knew the conference was over. I asked one last question.

Bernard asked the reporters if it was ok?

They told the Ombudsman they were all done and the woman from CBC quickly grabbed the microphone before Bernard could answer my question?



I’m just a rookie and that’s ok.

My second question was about the New Brunswick Human Rights Commission.

He had to investigate 22 complaints.

Were these complaints from the Government workers or the private sector?

I never really got an answer but his job is to find out if proper procedure were followed.

In my view 22 complaints is a lot.

But the main story of the news conference was his message that the Ombudsman has no power.



Many departments refuse to give out some information therefore limiting the role of the Ombudsman.

So really??? asked Bernard…why do we need the office of the Ombudsman???

Good question?

Can Bernard continue to do this job if he knows he can’t do the job in a proper way?

Knowing Bernard as I know him? It wouldn’t surprise me that if he’s the first ombudsman in history not to compete his mandate.

There he was in front of the media and there were hardly anyone there because of the Tanker Malley issue.



The media were spread out all over the Capital hunting down Tanker. This was Bernard Richard moment to shine in the sun and it didn’t turn out the way he wanted.

Present were CBC French television, a reporter from Broadcast News, a reporter from the Irving’s papers and a reporter from English CBC radio.

It was just wrong timing from Bernard Richard part to announce his report.

Once he announced on Friday that he will held a news conference on Monday?

How the heck did he knew that Tanker Malley was going to resign from the P.C. Party on that Friday evening?

Well? It was a good experience for this blogger and maybe I’ll get another kick at the can on another day? Who knows? There’s never a dull moment in the Capital.

The number of children being prescribed powerful anti-hyperactivity drugs in Norwich has risen by nearly 44 per cent in just two years.

Last year, city GPs issued 2,577 prescriptions for the medication to people with Attention Deficit Hyperactivity Disorder (ADHD), the vast majority of which are children.

Of the 2,577, 88 per cent were for the controversial amphetamine-based stimulant methylphenidate, the drug used in branded medication Ritalin, Concerta and Equasym.

This compares with more than 360,000 prescriptions of methylphenidate in total nationally and a staggering three million every month in the United States.

The drug works on the nervous system to improve concentration and studies have shown that can be useful in helping children with ADHD.

But experts fear parents are using the drugs as an easy option so they do not have to directly deal with their children's problems, while the drugs have also been linked this year to an increased risk of heart attacks.

Families themselves have mixed views on the drugs. Grant Bennett, aged eight, and his older brother Dale Bennett, 11, both have ADHD and are prescribed methylphenidates.

Their mother Maddy Mitchell, 34, said although she was aware of the side effects of the drugs she was not worried about her children taking them because of the careful regular monitoring undertaken by herself, the boys' GP and specialists at the hospital.

“I feel we are being pretty well looked after and it is really helping the children as well,” said the mother of four from Hartbee Road, off Fifers Lane, Hellesdon.

Ricky Thompson, 14, who also has ADHD, was prescribed Ritalin and then Concerta on and off for two years before being taken off all medication when he moved to a specialist school.

His mother, Helen Thompson, said she had always had concerns about the health risks of the medication and only agreed to let Ricky take them after persuasion from medical experts.

“I hated the idea of him being on mind altering drugs and am very relieved now that he is off them and is doing well,” said Mrs Thompson from Great Yarmouth. “I think it is too easy a solution and, if I am honest, I think the drugs are oversubscribed. Many children have behavioural problems but that is a part of growing up. There are alternative treatments than medication and I think these should always be tried first.”

In Norwich, the cost of all the anti-hyperactivity drugs prescribed by GPs has nearly doubled to more than £75,000 in two years.

The actual monthly cost of a prescription for methylphenidate to the NHS is around £18 to £35, depending on the brand.

Only last week US experts called for methylphenidate to carry the highest-level warning that it may increase the risk of death from heart attacks, after 51 children and adults taking the drug for ADHD had died there since 1999.

Some experts believe there are better alternatives to medication ranging from improving diets to psychotherapy.

Ian Small, head of prescriptions for Norwich Primary Care Trust, said the increasing use of the drugs was a reflection of the “medicalisation” of an everyday problem.

He said: “We all think are children are terrible at times and find them hyperactive and restless, but are they more out of control than they were 10 years ago?

“These drugs can definitely work well and give parents a life but in some cases they are simply making up for poor parenting.

“I would like to see the medication being used in conjunction with parenting classes to help parents understand how best to treat their children.

“Medication would be doubly effective if it went hand in hand with that.”

Head teachers and medical experts in Norwich have already raised concerns there are not enough resources in the county to cope with ADHD.

Dr Richard Reading, consultant paediatrician at the Norfolk and Norwich University Hospital, said although there had been some very serious reactions to the drugs, studies had found there to be few significant side effects.

He said: “Our view is that methylphenidate and different preparations are a reasonably safe given appropriate monitoring.

“We operate under clear guidance on how to monitor and naturally take that very seriously.”

But Dr Reading said psychotherapy was a very expensive way to tackle the problem.

He said: “Psychologists are far more expensive and I would argue that that money is better spent on people with disorders which cannot be dealt with by medicine.”

About methylphenidate

Methylphenidate is an amphetamine-based medication that is most commonly prescribed to treat children with Attention Deficit Hyperactivity Disorder (ADHD).

Stimulant medication works by stimulating parts of the brain that are responsible for consciousness and control of attention and activity, increasing concentration ability and decreasing restlessness in children who are overactive, impulsive and easily distracted.

Not all children with ADHD are given medication. It is usually only given in severe cases when other interventions are not sufficient or are ineffective.

Researchers in the US claim to have established a link between the drug and increased risk of heart attack.

Medication is not a permanent cure but it is said to enable the child to learn, develop new skills and relate better to others for a short period while the effects of the medication last.

Symptoms of ADHD range from poor concentration and extreme hyperactivity to interrupting and intruding on other people and not being able to wait in queues.

Studies have suggested the condition may affect one in 20 children. Boys are three times more likely to be diagnosed with ADHD than girls.

Methylphenidate is the generic name for the drug, while the most well-known brand is Ritalin.

Studies have suggested the drug is an effective way of treating ADHD.

However, its critics say it can cause serious side effects in some children, leaving them robotic, lethargic, depressed, or withdrawn.

When you protest against the Government or the Legislative Assembly?

I have been told to watch myself in the Legislator.

I began thinking to myself - What could happen now?

What are the Quebec security staff up to now?



I believe that I figured out their latest plan to have me evicted from the People’s House.

Bev Harrison is history as Speaker.



I always liked the guy. I enjoyed chatting with him while he was Principal of Saint John High.

In his office, he had pictures of the Queen all over the place. He’s a proud monarchist.

The first time, I protested in 2002, he signed papers to have me evicted from the ground of the Legislature. I was out of there in 12 days.



In the summer of 2003, I was surprised that the Quebec security staff totally ignored me for the first few weeks.

After a month, they knew that I began to adjust to the surrounding. You must understand that I didn’t know one single individual in the Capital.



I heard that Dan Bussieres was going to have the Speaker of the House signed papers to have me evicted.

Late in the evening, I noticed Bev Harrison all along in front of the Beaverbrook Hotel.



I confronted him with this question – Bev? I heard you a proud monarchist told someone that you were going to sign papers and have me deported like they did to the Acadians in 1755?

Any thruth to this? He quickly denied ever making that claim.

I told the speaker of the House that if he signed papers to have me evicted from the ground? I will call him a bigot monarchist for the rest of his miserable life!

He knew me and he knew that I would do it.

I’m certain that the Sargeant At Arms told the Speaker that enough is enough and told the speaker to sign papers but
Bev would have nothing to do with it!



He didn’t wish to be lebel for life!!!!..lol…

Now we come to the new Speaker of the House Tony Huntjens.



As a rookie speaker, he might signed anything the Sargeant At Arms asks him to sign.

I can see it now? Dan Bussieres congratulates the new Speaker and tells him to quickly signed these papers.



One of the papers will be to have me evicted from the People’s House.



But this time around? It would be a total different ballgame because Tony is known member of the C.O.R. Party so it would truly be interesting.

Would Tony sign the papers? Who know?

The best thing for the Quebec security staff the do is to leave me be and everything will be ok.



Dan Bussieres knows that the Lord Government will fall during the next few months so he has to move fast.

At least, I’m on record to predict their latest ploy to do me some harm.

This guy told me to give him a call if something happens. It'll be like the blacks and the KKK side by side.

Children 'wrongly given' Ritalin

THOUSANDS of Scottish children, some as young as six, are wrongly being labelled hyperactive and given controversial drugs to stop anxious parents thinking they are to blame for unruly behaviour, a leading academic has warned.


Dr Gwynedd Lloyd says doctors are wrongly diagnosing ADHD (attention deficit hyperactivity disorder) when many youngsters are just behaving badly as a normal part of growing up.

The Edinburgh University academic claims this is leading to "widespread abuse" of the controversial drug methylphenidate, commonly known as Ritalin, by doctors who over-rely on checklists when deciding on medication for children.

Ritalin, nicknamed the "chemical cosh", has been criticised amid claims it has dangerous side-effects, including abdominal pain, anxiety, dizziness, headaches and psychosis.

Lloyd, head of the educational studies department at Edinburgh University, claims that a lack of proper investigation by doctors and pressure from parents are leading doctors to diagnose ADHD inappropriately.

She said: "Our research shows that a lot of children are being categorised without evidence from school about their behaviour problems. There is no objective measurement for judging if ADHD is present. In many cases, decisions are being made on very general descriptions of behaviour. Some parents are even going private to get their children diagnosed."

Some 46,000 children are diagnosed as having the condition, with more than 9,000 eligible for drugs therapy, the Scottish Medicines Consortium reports. In the past year, 42,832 prescriptions were made for Scottish children with ADHD, an annual increase of 11.7%.

ADHD sufferers have difficulties with impulsiveness, lack of concentration and hyperactivity. The condition, which Lloyd accepts does exist, leads to tantrums and social clumsiness and is usually identified in early childhood.

However, in Lloyd's latest book, Critical New Perspectives On ADHD, which the child behaviour expert has written with two other academics, she argues many parents are looking for a quick fix when their child misbehaves at school.

She said: "Parents feel that the schools are blaming them when their child is behaving badly at school, but teachers do not have the time to deal with individual problems when they are teaching a class of 30 or more. Doctors think they are helping these families but they are actually clustering children together under a catch-all condition on the flimsiest evidence."

On the use of Ritalin, Lloyd added: "This kind of medication for children as young as six is crazy. Their brains are still developing and yet they are being given mind-altering drugs."

Disparities among Scottish health boards led the health standards watchdog, QIS Scotland, to launch an inquiry into Ritalin prescribing rates last year. NHS Fife is the largest single user of ADHD drugs, with 154.73 prescriptions per 1,000 population (aged six to 14) in 2004-2005. The average for Scotland in the period was 70.36.

Louise Brunton, from Glenrothes, whose son Aaron was diagnosed with ADHD six years ago, last night agreed with Lloyd that many parents wrongfully put forward ADHD as an excuse for bad behaviour.

Brunton, 34, who until recently was involved in a parents' support group, said: "Families would turn up and say that their son or daughter had ADHD, but they clearly didn't. They were just badly behaved. Some parents fail to acknowledge that their children can be bad and they are soft on discipline. It makes it harder for genuine cases of ADHD to be treated sympathetically by doctors."

Brunton, whose son was prescribed Ritalin but now uses Concerta, an alternative drug, added: "From a young age, Aaron did not have normal responses, his behaviour went well beyond misbehaving. He set fire to my old house twice and he has also flooded our home. He has no concept of danger."

However, Dr Chris Steer, a consultant paediatrician at Victoria Hospital, Kirkcaldy, said: "It is up to clinicians to diagnose ADHD, not academics or educationalists, but there are safeguards in place.

"The usual age for children being able to use medication [such as Ritalin] is school age. The aim is to improve their learning, not to sedate them. The drugs for ADHD have been thoroughly tested."

Eric Taylor, a professor at the Institute of Psychiatry in London, described Lloyd's views as "extreme".

He added: "ADHD is not easy to diagnose, as symptoms can be similar to other behaviour problems, but I am not aware of misdiagnosis being a problem in Scotland."

Tanker Malley made the right move because here in New Brunswick, we don’t have a Sunday Paper so therefore these Irving’s columnist are going nuts to give their views on the big news story of the year. < beside the defeat of the Lord Government >

Tanker sent out a memo late Friday evening and the Daily Gleaner made it their front page news.

So what does all this mean anyway?

New Brunswick Premier Bernard Lord said on Saturday he will continue to govern even after suddenly losing his narrow majority in the provincial legislature.

Michael "Tanker" Malley announced Friday he was leaving the Conservative Party to sit as an independent after being spurned for a cabinet post.

The MLA for Miramichi Bay-du-Vin will now hold the balance of power as the Tories, including the Speaker, hold 27 seats while the Liberals have 26 seats. Malley and Frank Branch are the two independent MLAs in the 55-seat legislature.

"He will decide whether or not the government survives or the government falls," said John McKay, the mayor of Miramichi.

"He will decide whether or not there will be an election. He is the most powerful man in New Brunswick today."

In a news release on Friday, Malley complained the government isn't giving enough support to Miramichi, a region hit hard by the closure of a pulp and paper mill.

Lord was unfazed by Malley's departure.

"It really doesn't change a whole lot," he said. "Between now and the session, things are the same. We had to be very disciplined when we had 28 members and we'll have to be very disciplined when we have 27."

Malley's decision means the Conservatives could be defeated any time, said Don Desserud, a political scientist at the University of New Brunswick.

"It would depend on the vote brought forward whether they (the Conservative party) lose that vote," said Desserud.

Lord told the Canadian Press he could've have held onto Malley as a Conservative if he had agreed to a series of demands Malley made after being left out of the latest cabinet shuffle.

Lord said Malley asked him for several political favours. They included the appointment of a friend as a judge and more money for his Miramichi constituency office.

The Conservatives will table a budget when the legislature resumes sitting in March. Lord said if the opposition defeats the government, he is prepared for an election.

It’s all over but the crying but there’s a another interesting issue that New Brunswickers should watch very closely.

I remember at the beginning of my protest, I confronted the Memramcook- Dieppe MLA Cy LeBlanc and told him that he shouldn’t enjoy his pension yet because the Government will be defeated.



Many MLA’S could be without a pension if the Lord Government is defeated.

Isn’t that a darn shame????

What about Tanker? What is he going to do? Join the Liberals?



Could he win the Liberal nomination in his riding?

As for Bernard Lord? It’s over!!!

The good thing about this? He cannot do like other Premiers in the past by traveling the world at the end of his mandate.



The end is really near for Bernard Lord political career and New Brunswickers will see what kind of Premier Shawn Graham will be?



I know for a fact that the issue of drugging our kids will finally be confronted head on.

These poor kids will not have to wait till the year of 2007 to be saved.
