Dear Mr. LeBlanc

Thank you for taking the time to contact the CRTC concerning your access to Rogers Cable’s community channel.

The Commission's role is to ensure that cable companies operating community channels do so in light of the requirements set out in its 2002 policy on community-based media. Here are eLinks to the news release providing highlights of the 2002 policy on community-based media: http://www.crtc.gc.ca/eng/NEWS/RELEASES/2002/r021010.htm and to the Public Notice outilining the policy: http://www.crtc.gc.ca/archive/ENG/Notices/2002/pb2002-61.htm

Following an extensive public process, the CRTC strengthened its former community channel policy framework to ensure that local voices are represented and that Canadians benefit from free and open access to this facility.

When a matter of public concern becomes the topic of a community channel program, a cable television operator is required to provide a reasonable opportunity for the public to be exposed to the _expression of differing views on that matter. To attain balance, equal time need not be necessarily given for each point of view. Rather it is expected that a variety of points of view will be presented in the programming offered by a cable television operator to a reasonably consistent viewer over a reasonable period of time. Balanced treatment need not be given to all issues, only to those of "public concern".

It is the cable television operator's responsibility to decide whether an issue is a matter of public concern and to determine the manner in which balance is to be achieved.

Ultimately, the cable company has the final word on what is aired. Under the Broadcasting Act (the Act), the Commission does not have the mandate to dictate content nor to order a cable operator to provide air time to a particular individual or group or for the coverage of certain events.

You may be interested to know that the cable industry has established a self-regulating organization, the Cable Television Standards Council (CTSC), which administers a Code of Community Channel Standards covering such things as terms and conditions for access to the community channel, balance in programming on issues of public concern, and cable companies' procedures for responding to public complaints. The Council also mediates complaints from cable subscribers served by Rogers Cable, a member of the Cable Television Standards Council.

Given the concerns you have raised, you may wish to request that the CTSC to pursue this matter with your local cable company on your behalf. The CTSC can be reached at the following address:

I was told that it would be a waste of time to send
you this email but I feel that I must forward a
complaint against Rogers Television in New Brunswick.

We don’t have too many talk shows in this Province.

We have CFBC Radio. This show is called – Talk of the
Town.

This informative program has been around for over 20
years.

I might add that I have been a regular caller for over
10 years.

A few years back, Rogers Television came out with a
program call –Melanson Live.

This talk show was on the air for four years.

I was also a regular caller.

I became good friend with the host –Dennis Melanson
via-email.

I was calling from Saint John to the show which is
located in Fredericton.

I might add that I was a live guest on Melanson Live
on two different occasions.

Another talk show Rogers Television has on its agenda
is called - Voice of the Province.

This show had politicians as their guests every
Thursday. I would always be on of the first callers
and my main issue was Ritalin.

Ritalin is a drug that is being over prescribed to our
children in New Brunswick.

I took advantage of this show to spread the word of
the way the Government are ignoring the issue of
drugging our children.

One former host was Andrew Holland. I also became good
friend with this individual.

He left in the summer of 2003 but to this day I still
remain good friend with the guy.

Changes were in the making for Rogers Television in
New Brunswick but I never had the slit less clue that
I would be included in those changes.

Fall arrived and the two talk shows in New Brunswick
were all set to begin a new year.

One of the changes were Melanson Live.

Dennis was no longer the host and a new young kid in
his early 20s was at the helm. His name is Rich
Crosby.

At first, I didn’t bother calling because I wasn’t
comfortable with the new host.

One evening, they were debating the issue of Autism.

I decided to call in with my view on this very
emotional issue.

A talk show would take the first caller who first
calls in. It’s only fair.

Myself, I always call minutes after the show airs so
therefore there would be no excuse.

Rogers never return my call and I was concern.

I once again called the show during the second half of
the show and they put me on hold.

I waited but seconds before I was going to go on the
air. The producer Patrick Watt quickly intervened and
I might add that he was very nice to me.

He told me that he didn’t know what was going on but
the new host Rich Crosby have given the orders not to
take my calls.

I found this very strange because I have never crossed
that line when I’m on the air.

The Producer told me that I could still call the talk
show- Voice of the Province the next evening.

I was confused but I decided to test the waters. I was
told in the past that they were some people from
Ontario who didn’t like my style but I just ignored
the stories.

I must tell you that I live in a Rooming house and I
used the pay phone on many occasions to call these
shows.

I talk to the guy who takes the calls and he told me
that they can no longer accept calls from me because
I’m on a pay phone.

I sorted laugh at that comment but I remain calm.

I walked down the hallway and use a home phone from a
friend.

The guy was confused when I called.

He sounded surprised.

A woman quickly took over the phone and told me that I
can leave my question on the Rogers viewer hotline.

I said - This is a joke right?

But she let it known that this wasn’t a joking matter.

My days of phoning Rogers talk shows were officially
over.

The next morning, I phoned the talk show in Saint John
and asked the host if I ever crossed that line that I
wouldn’t be accepted as a caller?

You see? Rogers has a three seconds delay to cut off a
caller who would be rude but That’s not enough time.

I guess Rogers Television don’t wish to spend the
extra money for this devise.

My main concern is Rogers Television are denying
certain group of people the right to speak out on
issues.

If the poor cannot use a pay phone to call these
shows? I do have a problem with this.

I might add that Rogers Television are truly pushing
New Brunswickers patience with the new host Rich
Crosby.

This kid announced a topic on the show.

Lets say? Breast Cancer would be the topic.

Before the show airs, he voices his opinion on
different issues of the day but the public are not
allowed to call him to counter his views because the
show would be on breast Cancer.

This is not right!

I wish the C.R.T.C. to investigate Rogers Television
of the matter they are denying New Brunswickers the
right to speak out.

Especially the show- Voice of the Province.

They are screening the callers so the politicians will
not have to explain their action to the audience.

Myself, at first it bothered me that I am denied my
freedom of speech in Canada.

But I use my freedom of speech in a different way in
today’s world. I am a blogger.

I had over 55,000 visitors to my site and it’s a great
way to spread my message.

I will add this letter to my site so the readers
including the staff of Rogers Television will know
that I am not taking this issue likely.

Please investigate the matter that people from Ontario
are denying our rights to speak out!

Merci Beaucoup!

Wow Charles :

I'm sorry Charles you got this type of response from the CRTC. I'm not trying to be funny, when I woke up from my afternoon Coma from the Medication I'm on, I looked at the screen, and as God is my Witness, " I thought your headline read, CRTC Agrees Rogers Is Against Banning Or Refusing Caller "

I hobble into the house and pour a Cup Of Coffee all excited thinking, God, that Crazy Son Of A Gun won his case.

Then after my eyeballs focused in a bit, I hobble back out to the Computer, to read what was Really on the Screen.

For what it's worth Charles, the CRTC is under the direct supervision of the Federal Governments Heritage Minister.

I know, I had battles with them in the past myself, both while as a Broadcaster and just as a Low Life Civie ; The whole bunch of them on the Commission should be fired in my personal opinion.

My Blood pressures Rising, I have to close for now.

A Fight is never over until the Commanding Officer Raises the White Flag, don't raise it

Charles:

A talk show does not " take the first caller who first
calls in."

It's not "only fair," it's foolish. A good talk show takes informed opinions and gets a good discussion going.

First-come-first-served isn't a Canadian value I grew up with.

Charles:

As informative and useful as your blog site is, the bottom line is this.

Nothing will change when it comes to local media unless we as New Brunswick Residents, stand up and be counted to both the managers and owners of the local radio & TV Media outlets.

I copied and pasted the below urls into my browser and I was shocked to see, what the other chap had written about on your site.

And from what I saw and could see He Was And Is Right. There's no way in heavens we are getting the same service as he pointed out from the Rogers Toronto Operation.

Just maybe if people protested the same as they did in the Saint John Harbour Election, and the LNG Issue, maybe things would change ?

But if we as New Brunswickers just sit back and say, yeah we're getting ripped off, but there's nothing I can do, so the heck with it.

I've worked on many talk shows and yesindeed, it IS 'first call first served' because that IS only fair.

A screener will quickly ensure that comments are appropriate and not repetitive, but that's about it. No producer in the world would expect a screener to get a caller to go through their entire comment and then 'rank them' on the order of their interest-that would be crazy, you'd have to have TWO call in shows.

If you think all talk shows take are 'informed opinions', you haven't listened to very many talk shows!

If they screen for repetitive that's why chuck is denied. Same rants every time.

Let me reword my post from last night at 8:30. Additions are in brackets.

A [good] talk show does not " take the first caller who first
calls in."

It's not "only fair," it's foolish. A good talk show takes informed opinions and gets a good discussion going.

First-come-first-served isn't a Canadian value I grew up with [though i didn't grow up on welfare, nor did i grow up to be a constant drain on the system].

I think most of you who only sign with the Monicker Anonymous are a bunch of Chicken *****.

The local rag that's supposed to be a newspaper won't allow you to write anything unless your name it attached, along with a phone mumber.

The guy who added the brackets [me], did not post about being a screener. Sorry for the confusion.
