Irving quarry gets green light for Memramcook

The New Brunswick government has given an Irving company permission to open a gravel pit in Memramcook, despite opposition from hundreds of nearby residents.

Dump trucks using the two existing quarries already rumble through the Memramcook Valley near Moncton, spreading clouds of grey dust on nearby trees and homes. The Irving-owned quarry will become the third gravel pit to operate in the community.

Yoland Leblanc lives near the new site, and says the community doesn't want another quarry.

"The arrogance of the government to go ahead and create this new quarry," she said. "That's going to add to the problems that the other two are already causing."

Leblanc says the provincial environment department has ignored the advice of the local planning commission, which asked that a health study be completed before the quarry opens.

Environment spokesman Gary Mersereau said the planning commission doesn't usually advise on health issues, and his department issued the permit based on other criteria.

"Generally, a planning commission gives us recommendations as it relates to property, you know, land and structures, and that's what we focus on," Mersereau said.

In response, a citizens' committee has collected 1,100 signatures on a petition asking the province to solve the pollution problems.

"They have not produced a win-win situation," said committee head Paul Doucet.

"The Irvings have got what they want, but we're left with the problem."

About 150 people turned up at a meeting of the Beaubassin Planning Commission Wednesday night to fight a quarry that J.D. Irving has proposed for the Memramcook Valley.

Two quarries are already operating in the Memramcook Valley. Catherine Cormier used to live next door to one of them. She walked four to five kilometres a day in her community. She died of cancer in her sinuses when she was only 50.

Her sister, Juanita Cormier believes the quarry dust contributed to her health problems. "She was inhaling all the dust and everything that's coming out from those quarries. She was walking for health reasons and to be in shape and be healthy and in the long run, that's probably what killed her."

A subsidiary of J.D. Irving hopes to bring another quarry to the area but more than 1,000 people have signed a petition against it.

Company spokesperson Geoff Britt told the planning commission that his company's quarry would be different. "A lot of the issues that we've heard are really based on the reality of these existing quarries in this community. And we have said, the way we operate our quarries has nothing to do with the reality of what the people here have experienced. We can raise the bar."

The Beaubassin Planning Commission was supposed make a recommendation on the project. The province would then make the final decision.

The commission decided it needs more time to review all the information. It will discuss the options over the next few weeks, and then hold another public meeting.

MONCTON - Le ministère de l'Environnement renverse la recommandation de la Commission d'aménagement Beaubassin et accorde à Gulf Operator, une filiale de JD Irving, le droit d'exploiter une troisième carrière de granit dans la région de Memramcook.
En mars, la Commission d'aménagement Beaubassin avait rejeté la demande de la compagnie Gulf Operator en raison de l'opposition des résidants de la région, ainsi que des facteurs environnementaux tels que le bruit, la poussière et les émanations de diesel. La Commission d'aménagement Beaubassin recommandait aussi au ministère de l'Environnement d'effectuer une étude pour mesurer les impacts que pourrait avoir une troisième carrière de granit dans cette région. De plus, les commissaires ont demandé à la province de résoudre les problèmes de pollution qui existent à l'heure actuelle et qui proviennent des deux autres carrières (Modern Construction et MacDonald Paving). Le ministère de l'Environnement a pris la décision d'octroyer un permis d'exploitation à Gulf Operator en catimini, le 18 mai. Ce n'est qu'hier que les médias ont été mis au courant de la nouvelle. Le ministère de l'Environnement indique dans ce communiqué que le permis d'exploitation de Gulf Operator contient «certaines modalités et conditions», mais sans en préciser la teneur. Nous avons tenté à plusieurs reprises d'obtenir un entretien avec Kim Hughes, un porte-parole de ce ministère, sans succès. Quant au ministre de l’Environnement, Trevor Holder, il n’a pas voulu s’expliquer devant les médias, hier.

Le porte-parole du comité de citoyens, Paul Doucet, a beaucoup de difficultés à comprendre la décision de la province. «C'est clair que ça va amener plus de poussière, plus de bruit et plus de circulation de camions lourds. C'est loin d'être un scénario idéal pour nous autres. Ce qui est choquant, c'est que les Irving ont eu ce qu'ils voulaient, et nous, on va rester avec les problèmes sur les bras», affirme-t-il, en précisant que son groupe tentera de rencontrer le député de Dieppe-Memramcook au cours des prochaines semaines. «Nous pourrions contester la décision devant la Commission d'appel en matière d'urbanisme. Mais il faudrait embaucher des avocats et nous n'avons pas les moyens», ajoute M. Doucet. Le porte-parole des citoyens se dit très déçu que le ministère de l'Environnement n'ait pas respecté les opinions exprimées lors des audiences publiques tenues cet hiver, ni la recommandation de la Commission d'aménagement Beaubassin. Surtout, continue-t-il, que la pollution qui émane des deux autres carrières de granit empoisonne toujours l'environnement des habitants de la région. Le 12 mai, le ministère de l'Environnement a procédé à des modifications des permis d'exploitation de Modern Construction et de MacDonald Paving. Mais pour l'instant, spécifie Paul Doucet, cela ne change rien. «Tout ce qu'ils font de plus, c'est de mesurer le niveau de poussière dans l'air. Ça ne règle aucunement le problème», croit-il. - PhR

FREDERICTON POLICE FORCE LATEST VICTIM?? A BLIND PERSON!!!

Boy? I love to be the man on the street. People are approaching me with all kinds of sad stories.

This is Greg Gillmor and he lives on Brunswick Street. Greg is partly blind and he always has his dog with him.

Greg approached me today and told me that he got a fine from the Fredericton Police Force.

The reason? He was in a park and he was playing fetch with his dog.

The police arrive and told the blind guy that he had to put a leach on the dog? After they left? He put the leach on and threw a ball and the dog ran for the ball.

The police came back and gave Greg a $50.00 fine!!! This is totally ridiculous!

Not even the blind people are safe from this communist style system!
