I think the oil tank has to be in the basement, but you tend to see them on the sides of older houses with stone wall basements, where you can't fit the tank. It could be lit very easily though, or leak furnace oil too, looks like a very old tank. possibly they don't use it at all, for insurance reasons the tank would hafe to be taken off the property.
I think charlie is pointing out the fact that this is sitting at the bottom of the driveway to this house which I would have to agree will be hard to miss one of these winters.
