I'm not 100% sure, (i'm assuming someone in the know will correct me if i'm wrong) but I'm fairly certain this is actually a bit of a hold over from the earlier days of the internet in New Brunswick. I think UNB in Saint John and Fredericton actually have Aliant servers housed on each campus, which were placed there during the old NBTEL days. I've noticed even my own Aliant IP occasionally gets routed through these servers. Anyone know for sure?

PNB is quite right. The 198.0.0.0 /24 IP block was originally assigned through UNB from the beginnings of the IP addressing system.
There is not necessarily any affiliation between UNB and anyone who might now be occupying any parts of that block.
