Propbably playing both sides. People are questioning decisions made and the ones that send a red flag. Conveniently he was not there for some major votes; example when the Mayor cried and gave the councillors the story of looking into the Irvings eyes. Trusting them and forgetting about the people of Saint John. Totten is ready to retire and he just got an increase in pay and his pension will also reflex a big increase. Many things will never be disclosed. Sorry but I no longer trust him or the legal staff.
