It means that there are similar atrocities and violence in Darfur, but with all the canadian troops in Afghanistan Canada doesn't send any troops to Darfur, which needs them just as much. The sign indicates that the oil pipeline in Afghanistan is of more interest to the canadian government, and means that the individual wants 'peacekeeping' instead of what they see as protecting oil interests. More african countries have UN troops in Darfur and there has been a marked increase in violence there, and peacekeepers are needed.

It means Canadians cannot go to Darfur uninvited. The current UN mandate for peacekeeping in Sudan calls for African Union troops only. For Canadian troops to show up in Darfur unilaterally would be highly illegal under international law.

The UN does not mandate the troops, the peacekeeping mission is run by the African Union, which has been asking for international aid for years.

Canada didn't wait for the UN to give permission to join in the war in Afghanistan, the African Union would love all the international aid it can get. In other words, the 'invitation' has been in western countries hands for quite some time.
