Ocean pipeline a possibility: expert

Laying a natural gas pipeline from east to west Saint John under the Bay of Fundy would be expensive but doable, says a leading expert.
Shawn Kenny is an engineering professor at Memorial University in Newfoundland. The PhD has more than 15 years experience in pipeline and ocean engineering and has worked on plenty of design projects for the pipeline industry.
When he heard that Maritimes & Northeast Pipeline was trying to decide where to put its new 30-inch diameter pipeline in Saint John, he agreed to offer some insight.
Admittedly, he does not know the Bay of Fundy or the waters outside Saint John Harbour that well. But he says ocean pipelines are being used in other places with strong currents.
"We have built pipelines in the Arctic and they are operating," he said Friday on the phone from St. John's, Newfoundland. "And those are harsh environments."
The company's number one option is to put the pipeline on land, and its preferred route goes right through Rockwood Park, much to the chagrin of the public and Saint John common council. Officials with Maritimes & Northeast say the shorter route under the Bay poses too many challenges, not least of which are the high tides. They deny extra cost is the main factor.
Mr. Kenny says strong currents mean putting in a pipeline would be difficult, but they are "not necessarily show-stoppers." A pipeline near shore would probably have to be buried, and there is a risk that strong tides could remove silt over the years, exposing the pipeline unless proper maintenance was kept up. Digging up the silt on the degraded seabed could also dredge up heavy metals if the area was contaminated, creating further difficulties. And he also cautioned that the pipe would have to withstand the weight of a ship's anchor dropping on top of it or dragging it. Underwater pipelines are made with thicker steel to withstand water pressure, but a pipeline in a heavy traffic area such as the Bay of Fundy might also have to be reinforced with concrete mats or protected by a pile of heavy rocks.
"It's an engineering problem. You can do it. You just have to be aware of the problems associated with that."
The main considerations are cost and safety. Mr. Kenny said offshore pipelines are always more expensive than the onshore variety, though he couldn't give a price difference because there are so many variables involved.
For instance, he questioned whether Maritimes & Northeast would be able to lease the equipment needed, such as large barges, to lay the pipeline. Right now, much of the equipment is tied up in the Gulf of Mexico, where oil and gas companies are trying to fix the damage caused by the worst hurricane season on record. It's a question of supply and demand, he says, with the cost going up based on the availability of the equipment.
"Deep off-shore barges cost a quarter of a million dollars a day," he said. "I'm not sure what the price would be for a near-shore operation, but it's not $100 a day, that's for sure."
Mr. Kenny said the time crunch is also a big factor. Maritimes & Northeast signed a contract with Irving Oil to have the pipeline ready by 2008, when the new liquefied natural gas terminal opens. If it doesn't clear regulations and build the pipe on time, it wouldn't meet its contractual obligations.
Contacted Friday, an official with Maritimes & Northeast declined to discuss details about its study of the ocean route option.
But Stephen Rankin says the availability of equipment was not considered in the company's analysis.
"We did the analysis and identified some challenges. That's all were prepared to say about it right now."
The National Energy Board in Calgary will have the final say where the pipeline should go. Mr. Rankin said the company would provide its information on the ocean option to the board as part of the application process.

Money will always be and play a big a factor on almost anything and everuthing in this day and age.
Personally I don't have any problem with the pipeline running through Rockwood Park. Saint John as yout all know, is basically all One big pipeline city.
And I don;t why so many folk's are making such a big deal about the Pipeline going through the Park, by calling Talk Of The Town and such.
Just sit back and be happy, that the Irvings and all levels of government are even allowing Saint John to grow with Industry.
Just think of all the jobs that will come out of it. And I like the idea actually of Tourists beinga able to go on paid tours of the Rockwood Park Pipeline Tours.
We could sell Pipeline supersize Hot Dogs, Pins and Hats, Pipeline watches and so forth.
I would say by your comments about the pipeline going through the park you don't live here or use the park.Maybe you could get a booth and sell your buttons, hotdogs and take people on a tour to show them the 3 meter wide clearing in the once wooded park.Even better you should set up a booth so the pipeline company from the states could put it through your yard.
I wasn't trying to be mean, I was just voicing my opinion that's all.
Actually I only live a half mile from Rockwood Park here in the North End.
I already have an application into the ACOA Organization for a loan to fire up a tourist trinket trap.
And hopefully if the pipeline gets the greenlight to go through the Park, there's easy money to made by turning the Park into a money making project.
I even think the City should charge people to use the park.
Yeah, I hear tourists are just beating down doors to go see gas pipelines. "Now, Billy, don't drink that stuff leaking out, that's not cool aid" I've heard that's been one of the chief complaints from the Japanese about Prince Edward Island and the americans about Nova Scotia; "it's beautiful land up here, but where are the oil pipelines? I pay big money for lobster, but I'd pay even more to see a big metal tube-that's our idea of FUN"
Get your trinkets now (I can see ACOA just begging to get on board): here's the "I got screwed by Irving" pins and the "I lived in St.John and all I got was this lousy T-Shirt and a few hundred million subsidy for Irving" t-shirt.
Don't forget the big sellers: "Jimmy, the 12 year old cancer patient" figurine, and "Bob, the recently unemployed metal worker" doll, fresh out of work once the terminal is up and only employs eight people. The Habitant Restaurant in Richibucto employs more people than the terminal will-and it didn't cost hundreds of millions of dollars and the potential for massive environmental damage-always a big selling point to the tourists: "put this paper bag over your mouth and inhale-pretty soon all your troubles will float away.
What jobs are you talking about and how can you defend putting gaslines through a park?
There will very few jobs but we will be paying high taxes and struggling while Irving and Repsol will be making millions or billions. Most people have been having a difficult time making ends meet before these added expenses will make things impossible.
The Mayor should go back to Irving and get the extra tax dollars we need to help balance our books. Don't expect people who have been paying there fair share to pay the Billionaires taxes! Pay out of your pocket you made the deal and then expected to misrepresent what was trully the issue make the Billionaires' happy at our expense. The Mayor and some of his Councilor friends should resign but that won't happen because he is not done taking us down the path of destruction-- We can't pay any more. Pension deficit, water rates, power rates, fuel rates, harbour cleanup, and so many more expenses-- Bottom line we have stretch our dollars as far as it will go; minimum wages don't increase, most of us pay out more and have to borrow.

Do you own your own home ? I do, and in saying so, if Taxes do go up, myslef and my Wife are out of here and off to one of the outlying areas.
What are property owners getting for their Tax dollars, certainly not better local services.
I bet you even Voted for our current Mayor and Carl White, in addition to all them including Michelle Hooton.
People get the democracy they deserve, in Maine the people of every town voted on whether they got a terminal, here, no choice plus we pay the Irving's way. Yet we always hear: "we don't want to be like the americans"
I don't believe in this case however, democracy is the Issue.
The Issue They Can, And They Should Be Able To Do, Whatever they all think is best for the City of Saint John, and We Will.

I have it on very good insight information, the final outcome indeed will see the Pipline go right smack down the Middle and Most of Rockwood Park. To which I personally agree with.
To the Preacher I say this, get down as soon as possible to City Hall, and get set to stake a claim for your Tourist Trinket Selling Money Making Pit. You have the right idea Preacher, Making Money is what it's all about.
And we really dig your idea, about charging people to use the park for this, and that, and the other thing.
You can have the Tourist Tinker Selling Trap Thing No Problem, but us big wig Business types copyrighted the idea on charging for the use of the Park.
Long term plans Preacher Man, include flying some of that left over Agent Orange from Camp Gagetown to clear down some of the tree's, and make a good view of our Dirty Foggy Saint John Harbour more user friendly, for those into the Nice View Thing.
And we also plan on Building an 18x14 foot Bamboo Wooden Hut, so the Tourist Idiots can have an inside Back Drop, to have their pictures taken in front of the back drop, which will be posted behind them, with a fake photo of a nice clean Florida type beach.
We'll give you a piece of the action Preacher to run it for us. And you won't have any Security Problems to worry about, since, well, you know, we can get the Big Private Security Company in there Fully Armed as a deterrant to any Wanabee trouble makers, while your watching over things for us, Primarily Our Financial Investment.
And don't give a second thought to any Hecklers when you busy working out there for us, they can be taken away pretty fast, and be shipped back to the Country that they snuck into Canada from.
Overall Preacher, we like your suggestion and style, Money Money Money and MAKE MORE MONEY.

So sad to read the comments..I am a Saint Johner...all of my life...a senior who is disgusted with the way things are going in our City...our Citizens have no control anymore with our present Council...except Mr. Court...there does not seem to be any protection anymore for the families on fixed incomes...my light bill doubled this month including a dear service charge...when is it going to stop....why should our citizens pay for the mistake of Council with the pension funds...plus!!!!
We do not need our streets and Park to be torn up just to service a few...I breathe the air in East Saint John...and need puffers!!!!
I always took pride in voting...but I am at a loss to know what to do now!!!!
God willing ...hopefully things will change..Please...find honest Politicians who are not paid under the table!!!!!!!!!!!!
