I did hear the officer shouthing this at the photographer. This was before the arrest. Does it matter if someone takes pictures of a confrontation? Do you citizens have to call an Irving employee first????

Is the mayor and council,in charge of the police actions?
Legally mayor and council are the boss of the police. Is the current council and mayor in charge of anything? Fairly hard to say.
Mayor has to wake up to the reality of the world or the global village. Word spreads out and it is not good for the city as to what happened. They should get rid of the rogue cop in a hurry to save face and may be rest of the police force will learn from this experience.
