“Perhaps the scariest part of the whole deal is there are no performance guarantees whatsoever. When refurbishment is completed, and the plant is switched back on, if it doesn't run like it should, that's too bad for NB Power. Taxpayers and ratepayers will have a lemon on their hands.”
