It's a 'refusal' whether it is conscious or not. A flag costs about thirty bucks and they might even sell them at the store, so it's not like they can't afford one. Whether they are simply too lazy to go buy another one, or have forgotten, or make an active decision, either way it is still a refusal.

One might consider speakign to a manager before assuming they "refuse" to fly the flag.
I can maybe understand one station but three??? Anyone out there noticed the same action in other stations around this Province???
I will go out of my way and go and chat with a manager from the station!!!
