They did not give a 'carte-blanche' as you say. They actually didn't rule on the issue at all, except to determine that the complaint was outside their jurisdiction.

As you say, isn't freedom of expression great, unless you want to screen and not publish certain Comments like so-called news Organizations, as those You choose to Single Out And Complain about.
To the genius above, by saying its outside their jurisdiction that effectively gives carte blanche to the security forces at the legislature. By saying that human rights legislation doesn't cover 'legislative protocol' it effectively means that they can make protocol include whatever they want.
