I am not sure what Charles is trying to say. Is he saying everyone that works for the government is in his mind a bureaucrat (which of course would be wrong) or if he is just making a little joke. But then again maybe he just doesn't care what he calls people. There has been plenty of evidence of that in the past here.
I am still not sure if Charles knows what a bureacrat is but its safe to say anonymous 9:43 can't tell a bureaucrat from a bureaucracy. All Government workers are not "government officials" nor are they "an administrative policy-making group". If all it takes to be a bureaucrat is where your paycheck comes from then I guess that makes Charles as much a bureaucrat as anyone.

b : an administrative policy-making group
2 government characterized by specialization of functions, adherence to fixed rules, and a hierarchy of authority
3 a system of administration marked by officialism, red tape, and proliferation

It looks to me like those two people are having a bit of a laugh over that poor person collecting butts. That's wrong to laugh at something like that.
