That's not a Fredericton thing. That's a provincial enforcement officer responsible for commercial vehicles.

They're the same ones that operate truck scales and such.

taxis,transport,etc vehicles for hire goes way back before bylaw`s and is real law going way way back to britian and common law and using the king or queens highway for commerce!
When a person uses his car for personal use he is a traveller not a driver but were all stupid and sign our right to travel away by signing a license for something that is really a right an not a privledge,opposite of what were told!

A passenger is any person who pays a fare to travel,when your in a car with a friend and not driving your really a guest not a passenger.
