He has created disturbances and harassed people at the legislature. That is a fact. So they can certainly decide to issue this restraining order against him to maintain the rights of the people who have to work there every day.
Public officials don't have the right not to be public officials. That's what they are paid for. We all know what Charles does, he asks questions and takes pictures-so does every reporter in town, or at least they should.
If you are stupid enough to think that that constitutes 'harassment', you must never leave your house. And if you have no internet there, we'll all be happier for it.
Public officials have ALL of the same rights that you and I do. If you or I were being hollered at, called names, stalked and photographed by someone on a daily basis, we have the right to get a restraining order. They have the same rights. Just because they are public officials, it does not give us carte blanche to harass them.
Charles does not "just take pictures and ask questions".

Charles is no threat to the house or anyone else, he's only there to take pictures and ask guestions to inform the people, Charles does a better job doing that than the people in the house. I don't see any harm in that. What are these people thinking?
