There was pressure from parents, daycares and municipalities. Also the impending federal election. Lord caved in. He wasted 6 months or so for nothing and then signed the same deal he was offered all along. Some negotiator. Even Lord is afraid of Harper just in case he wins and there will be no such deals anymore.
