WILL CHARLES ATTITUDE CHANGE OF THE NEW BRUNSWICK HUMAN RIGHTS COMMISSION AFTER THIS WEEK????

This week will be an very interesting week for this blogger.




Have you noticed that I haven’t written any critical blogs about the New Brunswick Human Rights Commission during these pass few months???


Well, I filled in two complaints with the Commission and I believe they are good ones but I also had the same feeling 4 years ago.

We all know what happen there.

I’m just taking it day by day.

My first case is boarders and roomers rights.

The Fredericton police Department send me to their office.

During the weekend, I met the these two individuals on the streets.




I’m trying to encourage them to fill in a complaint with the Commission.

Especially this guy who was force to sh@t in a garbage bag.

The caretaker took his money. < $300.00 > and told him that he wasn’t allowed to use the washroom.

Of course, the Rentalman told me that boarders and roomers in this Province have no rights whatsoever.



This is the reason that Brad Green must make some changes in the tenants and Landlord act as soon as possible.



The act is the worst in Canada.

What will the Human Rights Commission say? Will they come out and say that they agree that roomers and boarders should be ignored???



Don’t worry the readers in this blog will be the first one to know.

The other case is a very emotional one.

I wrote a complaint with well over 2,000 words and it’s killing me not be able to blog it!!!! Especially since me mother is from Scotland. It's driving me crazy not to write about it!!



I already told a few people < MLA’S, media and bureaucrats > of the complaint and they shook their heads in disbelief.

Wait till you read this one???

All I will say that it has to do with these two Quebecers who run the Legislature in Fredericton.





I believe they crossed the line big times but we will let the New Brunswick Human Rights Commission decide on this issue.

I remember one day last year.

I bumped into Christian Whalen < Lawyer for the Commission >



He attended a disability Awareness ceremony.

I tapped him on the shoulder and asked him what was he doing here???

He told me that he represented the Commission.

I reminded the lawyer that the lawyer ordered the Government that people with ADHD are close to mental retardation so therefore he shouldn’t here!

He quickly fought back - Well. That’s what you say and turned his back on me.

Boy? That was a mistake!!!

I raised my voice and told the lawyer to never turn his back on me.

The people in the area knew that I was very upset!

Christian said - I’m praying Charles that the day will arrive that you will tapped us on the shoulder and say- You people do good work!

I told the lawyer that I don’t see this happening in the near future and the conversation came to a close.

Well? Lets see if my attitude will change after this week?

These are very good cases and the convicted thief Carl White has nothing to do with this one.

This is the reason that I love to be in the Capital because all the General are in this City! Lets see what that will say when I walk into their building this week?

This is one issue I've never written about. It's raining hard outside so here we go.



As usual my Priest picked me up for church.

I love listening to this man speak the word of the Lord.

I have known him for 40 years and I know the sad day will arrive that he’ll no longer be doing this line of work. I pray every day that this will never happen!!!



So therefore I’m taking advantage of the situation in hand but this morning I got carried away.

During my protest, Father Brien would let me use his computer in his office between messes. He was the main force of my battle against the use of Ritalin.



For you long time readers? You remember how I used to write a daily update about my protest.

These last 10 months its been bloggling!!!

Ok….getting away from the story in hand.

He had a messe at 10:00am and quickly ran with his guitar to the French school for Sunday school.



He left the church at 10:55am and chatted with the kids in two different classes.

Then at 11:50am he ran to the church for the noon messe.

I always said that this priest has ADHD big times.

He’s full of energy and he used it well.

Last year, I decided to follow the Priest to Sunday school.

My God? My brain cells went back in time.

Anyway, after 10:am service, I would help him by carrying his guitar to the Sunday School classes.

I would sit in the back and listen.

Afterwards, I would carry the guitar to his vehicle and shake his hand goodbye.



I hope he had a good week. Trust me, the life of a Priest isn’t an easy one.

I learned a lot during these last few years.

This morning, it wasn’t raining so I didn’t bother bringing an umbrella with me.

After the messe was over we ran over the French school for Sunday School.

The Catholic Church has many volunteers who give their time to teach the children of the Catholic Religion.



I might add that they do a fine job.

But this morning was a little different.

We walked in the room and there was this woman preaching to around 30 kids.

We will call her -333!!!



In past practice the volunteers would stop talking and quickly turn the audience to the Priest.



But not this morning!!!

333 was walking around and preaching.

She made certain that she had the attention of the whole room.



Man was she ever good!!!!

I noticed that she even had the attention of Father Brien.

If 333 believe that a child wasn’t paying attention she would confront the individual head on!!!

I stood up and whispered in the Priest ear - And they don’t wish to ordain women in the Priesthood????

He smiled…lol….but seriously just for this time only. I wish the woman would have continued because she had my attention.

I confronted her afterwards and I was told she was a teacher.

I asked her how many kids in her class were on Ritalin.



Yes….even in Sunday School I’ll bring the issue of Ritalin…lol…no peace…
There’s no escape!!!..lol….

She didn’t really answer my question but she did tell me that she never had a problem with kids with ADHD!

I truly believe her because she had my attention 100%!!!

She was so good that I almost stayed behind and leave the priest alone.

Afterwards, it was still raining hard so I again went to a Messe in church!

Two Messes Services in one day????



The end of the world is near. I got carried away I guess????...lol

But seriously????

Should the Catholic religion allow women in the Priesthood???



After my little experience this morning? I say a big- OUI!!!!!

update from our friend in the middle of Wilma!!!!

Hi: it is now 5 pm on saturday. the wind has subsided quite a bit, though we did have some 45 to 60 mile per hour gusts over the nighttime. wilma is now a category 2 hurricane, winds just over 100 mph. the direction is now to the north at 2 mph, so we have had the worst. for us it is now effectively over, the rest of today and tomorrow will be bands of storm crossing over, and by tomorrow nght it should be over for us completely.
we have had no problems, the building is fine, no floods, even the electricity stayed on the whole time. we havebeen lucky, thanks be to all the candles lit for us.
progreso is having a fun holiday. the malecon is lined with families and tourists from merida playing on the edge of the water and just watching the waves. most of the businesses and offices are closed, it is a great holiday!!
the coast of quintana roo is devastated, even if it is hard to get information about anything outside of cozumel and cancun. we are now looking to see what, if anything, we can do to help the ordinary people of the area. they will be a long time recovering from this, and the damage from emily has not even been finished repairing.
please keep those people in your prayers, they will need it!!

He stood firm in his belief.

He never came out publicly with his name but his nick is very well known in this blog.

He left for a couple of weeks and many asked where was he????

Jail guards subdue autistic teenager
Hired agency has sought guards' help with uncontrollable youth despite government policy

Jail guards have intervened four times to help subdue the 13-year-old autistic boy housed by the province on the premises of the Miramichi youth jail, despite previous assurances from government officials they'd have no contact.

The Department of Public Safety has confirmed that jail guards have been called in four times to help the hired caregivers deal with the boy during "emergency" situations.

Patricia Hyland, spokesperson with the Department of Public Safety, said officials in her department have formally warned the Department of Family and Community Services that it is "not appropriate" for the caregivers hired by the province to seek assistance from the jail guards.

That's because the boy, who is not serving a criminal sentence, is not an inmate.

"(We told them) that they should make other arrangements to deal with future emergencies," Ms. Hyland said.

Family and Community Services revealed last week the boy is temporarily housed in a visitors' apartment at the youth jail and will remain there until he can be moved to a specialized care facility in Maine at month's end.

The boy is severely autistic and sometimes violent and the province says no other facility in New Brunswick meets his needs. They say the apartment at the jail compound is the best place to keep him until be can be moved to Maine.

Advocates for autistic children have been critical of the government's decision to place him there, saying he has committed no crime. They also say the case shows there is a need for proper facilities in New Brunswick to deal with individuals like him. Ombudsman Bernard Richard and Opposition Liberals have also raised questions about the case, saying it needs to be investigated by an independent office outside of government to make sure the boy gets proper care.

The province has contracted a non-profit agency from Miramichi, M.O.R.E. Services Inc., to provide care from two persons 24 hours per day at a cost of $700 per day. The visitors' apartment does not have bars on the windows and is near the administration building.

The boy cannot be named because he is under the care of the department.

Family and Community Services spokesperson Robert Duguay said twice last week that the boy has had no contact with the jail guards, but Ms. Hyland said that is not so.

Neither she nor Mr. Duguay would provide any details about the emergencies, saying it is information relating to the boy's care is confidential. For the same reason, neither would say how many guards were involved or when these interventions happened.

Ms. Hyland said the Public Safety department has an agreement with Family and Community Services that says jail guards shouldn't be in contact with the boy.

"He's not a youth in custody," she said. "We have a very specific agreement that says we are providing you the space and they hired the caregivers and are responsible for the care of the child so it's not appropriate for our staff to be helping with emergencies."

That said, Ms. Hyland added, "In an emergency, you respond to the emergency."

She said that although the department would prefer the guards not have contact with the boy, they would likely respond to another emergency.

"If (our) help was sought in an emergency situation, then our staff are in the difficult situation of either responding to the emergency or putting caregivers in immediate danger. So as concerned people, we would respond to an emergency. It's like a 911 call, right?"

Mr. Duguay said Friday he wasn't aware of the emergencies last week. He said the arrangement is clear that the guards shouldn't have contact with the boy but that a friendly relationship developed between the guards and the caregivers. He said the guards offered their assistance so when the emergencies arose, the caregivers took them up on it and buzzed them on the intercom system.

He said despite the arrangement that guards should not have contact with the boy, "it was a time of crisis. We don't want the child to hurt himself, to come to a point where he can (get) hurt seriously and sometimes he needs more than two people to help him, to get into control," Mr. Duguay said.

He said M.O.R.E. Services Inc. does have its own back-up system for emergencies and has been told to use it rather than call in the guards.

M.O.R.E. (Miramichi Options for Residential and Employment Services) Services Inc. is a non-profit agency that assists and supports individuals with intellectual disabilities. Their clients, who are referred to them by Family and Community Services, range from youth at risk to mentally challenged youth and adults to developmentally delayed youth and adults.

Bob Daley, M.O.R.E. Service Inc.'s residential manager, said Friday they have seven employees and one supervisor managing the boy's case.

He said the supervisor has 20 years experience with the agency, is a former crisis intervention instructor and has experience dealing with autistic individuals. The seven employees, who take shifts with the boy, are all trained as human services counsellors or youth workers and all have some experience dealing with autistic individuals.

Mr. Duguay said the province is more than satisfied with the care the agency is providing to the boy.

I'm sorry about that!!!

I received the email from a person who's been on my email list for 4 years so I quickly posted her email as a blog.

I left the building and went for a walk. I met a couple that I haven't seen in months. We chatted for a couple of hours.

Once I got home, the blog was full of emails telling me that it was a hoax. The Government will not pass legislation charging Canadians five cents for every email being sent.

But I also received a few private asking me to change back to the system that a person has to use a nick.

How come when someone used a nick or real name? Many will go on the attack? This is a blog for all New Brunswickers. Why can't we all be nice?

FREDERICTON (CP) - The fact that an aggressive
autistic teenager is being held at a provincial jail -
even though he's done nothing wrong - shows that New
Brunswick does not have the facilities it needs to
deal with such youths, the province's Opposition
Liberal leader said Wednesday.


Shawn Graham was responding to published reports that
revealed the 13-year-old is living in a "jail
compound" and will be sent out of Canada because there
is no institution in New Brunswick that can handle
him.

"It just strikes home that this government does not
have a strategy for dealing with autistic children in
the province of New Brunswick," Graham said.

The New Brunswick government is challenging the
reports, stressing that the boy is not in jail.

Robert Duguay, spokesman for New Brunswick's
Department of Family and Community Services, said the
boy is being temporarily housed in a cottage on the
grounds of the Miramichi youth jail, but has no
contact with the jail population or staff.

"That's nothing to do with the jail, bars, whatever .
. . It's a safe environment for a child," said Duguay.
"It's a little apartment with a living room, kitchen,
bedrooms, bathroom, everything by itself."

He said the boy had become very aggressive and the
cottage was the only place available on short notice.

But Graham said the government is just trying to put a
positive spin on an embarrassing story.

"No matter how the (Bernard) Lord government tries to
spin it, this child is being housed at a youth
correctional facility, which is a youth jail," he
said.

Harold Doherty, spokesman for the New Brunswick Autism
Society, said the province shouldn't be sending
autistic persons to "prison."

"We should be developing the facilities and training
the people to work with them without resorting to such
a desperate measure," he said. "We shouldn't be
shipping our children out of the country."

The child cannot be named by law because he is under
the care of the Family and Community Services
Department.

Autism is a disorder of brain function that appears
early in life, generally before the age of three.

Children with autism have problems with social
interaction, communication, imagination and behaviour.

Autistic traits persist into adulthood, but vary in
severity.

Duguay said two people are caring for the boy 24 hours
a day, at a cost of about $700 per day.

As well, the boy is scheduled to receive treatment at
a specialized care facility in Augusta, Maine, and
will eventually return to New Brunswick.

Graham said the case is an example why the province
needs a child and youth advocate.

The Liberals have threatened to go to court if the
government doesn't begin advertising for an advocate
this month.

The position was first recommended nearly seven years
ago after a Saint John toddler died from dehydration
while in the care of her parents.

Legislation was passed last year and the position was
supposed to be filled by last April.

However, Justice Minister Brad Green said the
Opposition's refusal to agree to legislative
amendments is causing the delay.
